KNCCO refreshes its resolve for improvement in consumer movement
- KNCCO will strive to take part in formation of the Consumer Right Promotion Fund and establish a partnership between local consumer movement activities
- KNCCO will secure self-regulation for “1372 consumer consultation”

At 10:00 AM on November 24, 2014, KNCCO (President: Lee Deok-seung) held its 2014 Consumer Congress at the Crystal Ballroom of the K Hotel Seoul, with 300-plus people from KNCCO and its member organizations in attendance, on the occasion of the upcoming Consumer Day. (December 3).

The event was carried out in the order of keynote speeches, a sub group discussion session, a plenary session, and the adoption of resolutions. Keynote speeches were delivered on subjects like market globalization and the protection of consumer rights, the constitution and realization of consumer sovereignty, the consumer lawsuit system, and the role of the consumer movement, etc. Then, President Kim Cheon-Ju of the Korean Women’s Federation for Consumers gave a speech on, “Why is The Consumer Fund Necessary?” and the heads of consumer organizations each gave 5-minute speeches.

At the sub group discussion session that followed, consumer activists exchanged opinions on the following two subjects: Are Credit Cards a Cause of an Increase in Debts? and Is Cyber Surveillance Necessary for a Desirable Social Network Culture?

At the end of the event, attendees resolved to develop a consumer movement, including the formation of the Consumer Rights Promotion Fund; to provide more positive support for local consumer movement activities; to establish a partnership for the invigoration of their activities; and to promote self-regulations for the 1372 Consumer Consultation Center.

<The resolutions adopted by consumer organizations>

- The Consumer Rights Promotion Fund

1. We ensure that the Consumer Rights Promotion Fund will play an important role in enhancing consumers’ rights and interests and in invigorating consumer movement activities.
2. The said fund should provide positive support for the training of professionals specializing in consumer movements and invigorating the local consumer movement.
3. The member organizations of KNCCO will take part in positively forming the said fund.

- Provision of more positive support for local consumer movement activities

1. We will carry out a movement to improve the existing municipal ordinances on consumers’ right and enact new ones in each local area. We will do so while heeding the fact that the primary responsibility for the development of a local consumer organization lies with the local governments.
2. We will strengthen exchanges with local business organizations in connection with the need to bring about consumer sovereignty in the local economy.
3. We will establish partnerships with local governments and the FTC in connection with the need for the rights and interests of local consumers to be enhanced.

- The 1372 Consumer Consultation Center

1. We strongly request that the support for consumer consultation, which is a public service for consumers, be expanded.
2. Consumer organizations should be allowed to strengthen their consultation activities in a self-regulated fashion.
3. A system should be established for invigoration of local consumer activities through consumer consultation.
