Government funds of about 10 trillion won (77%) was used to cover construction costs and ensure the revenue of eight privately funded expressways.
The tolls of these expressways are twice as expensive as the fares of publicly funded expressways.
MRG and construction subsidies should be reviewed and the tolls should be reduced by lowering high borrowing rates.
